general explanation and help needed regarding "make" command

 i have vector linux light installed on a panasonic toughbook cf-27 and trying to get it  connecting to internet .

1) With help from this forum I can connect through a cellular usb connecting dongle modem by logging in on xterm at root with su -l , then typing /sbin/vsuper chestnut-dialer. This works but how can i use the chestnut dialer when not logged in at root. Or put it another way can i set user  permissions for the  chestnut dialer so it works from the main menu  for - the none root  user as set up on installation i.e me .

2) I got a usb to ethernet adapter and it came with some linux drivers. A Makefile, mcs7830.c, mcs7830.h , mosinstall and mosuninstall.

   the read me file states: 

 To compile the module
      1) make
   To load & unload the module dynamically
      1) make load
      2) make unload

   To load & unload the module statically
      1) make install
      2) make uninstall
   To configure the device
      1) ifconfig usbx

   To know the speed & mode of the usbx device
      1) mii-tool usbx
   To change the speed and mode of the usbx device
      1) EX:- mii-tool usbx -F 100baseTx-HD (this will switch into 100 half duplex mode)

   To switch into Autoconfiguration mode(ie,100 Full) from any mode
      1) mii-tool usbx -r

   This mcs7830 Linux driver source has support for
      1) Internal PHY mode
      2) External(INTEL) PHY mode
      3) WITHOUT PHY mode (MII mode)

             In order to switch to WITHOUT PHY mode, before loading the driver
        module we need to set the WITHOUT_PHY flag
      make WITHOUT_PHY = 1 for WITHOUT PHY mode
      make WITHOUT_PHY = 0 for ANY PHY (INTERNAL/EXTERNAL) mode.

"Make"  i guess is a command to be entered on  xterm. What i would really appreciate is a general summary of what and where would i put the Makefile and other files ( a first guess would be home) and what do the commands mean & what do i do with them.

3) I have a basic linux book explaining simple commands, and a quick run round on the file system   - can anybody suggest a good book on linux that takes  it easy  but would be a good intro to the deeper understanding of linux.

Please post the name, make, model and revision
of the card in question. After Googling the best
information I can see is that this is a pcmcia type
card. There maybe a kernel module already setup
for this card. Without specific information it is difficult
to help further.

Make sure that the pcmcia service is started by using

at root lsusb gives:  Bus 001 Device 002: ID 9710:7830 MosChip Semiconductor MCS7830 Ethernet
