there is any command for sending a command-line email?

You need a smtp client like sendmail (very difficult to learn) or Msmtp that will forward
your mail to your hosting company or ISP. Msmtp uses most of the same commands
that sendmail does so the syntax would be:

mail Joe@yourhost.com -S <Subject> and then the message
