What flavor? It depends on the desktop environment. KDE allows you to do this.

presuming you are using vl6, i just tried it on mine and found that right-clicking on the desktop differs, depending on whether the cursor is over a desktop file icon or not.  There is a paste if  the cursor is note on a file.

I don't know why this is.  I guess different linux flavors have different desktop philosophies.  I've been with vector so long I can't remember how the others do it. I don't use the desktop much myself, except for temporary download storage and prefer to create folders, documents and paste from pcmanfm, thunar or 4pane.

Sounds like you are using VL Light? If so, this behavior is normal. It's a trade-off between features and speed. You can still perform these actions by navigating to the Desktop folder using your file manager.

It may even be VL-Standard with XFCE 4.4.3.  If so you will get a different context menu when you right click over a desktop icon.  In that menu go to 'Desktop' and you will be given further options which include what you want.

But no matter your flavor of Vector, as Nightflier said, you need only to open your Desktop folder to get those options from your filemanager.
