There SendEmail in Vector Linux, or some similar command to enable sending email from command line?

Sendmail may not be the program you are looking for. I am not
sure of what is installed by default on Vector.

Look for sSmtp or mssmtp.

ssmtp can handle one outbound relay , whereas msmtp can handle
handle several outbound relays.

I use sendmail for domains and mssmtp for single systems.

procmail is the default for VL and is installed by default.
