After I had made a new install of the xfcee-weather-plugin-0.6.4 the applet on the panel would not work,
namely it would not accept locations which it did before the new install.
I then downloaded and installed the latest version 0.7.2 and location can now be entered and are found.

Just thought to let everybody know in case of similar problem.
