Speech synthesis and speech recognition software for linux?

Some time ago I found a program for windows, who's name I don't recall. It let you set voice commands and set programs to run. For example, run browser loaded internet explorer and so on.

Is there something similar for linux, and also, is there speech synthesis programs for linux?
