Is there a way to hide the menu bar for when a program or game runs in full screen mode (such as "FreeCol", for example)?

Are you talking about the xfce panel or are you talking about the application's menu options?

Again, are you talking about the xfce panel (with the "Menu" in it) or are you talking about the application's menu (like 'file', 'edit', 'help', 'tools', etc) ?

Again, I am talking about the menu bar at the top of the main screen when you first log in to the system. I'm not sure what the "official" name for it is.

Assuming you're on 7.0 STD (because you say the "menu bar" is on top of the screen.
Right click it -> Panel -> Panel Preferences
Check the box that says "Automatically show and hide the panel".
