Compiz on Vectorlinux needs to be installed using the compiz-meta version 06212011-i586-1vl70 in gslapt. When it installs nothing is set-up for options, so you must do that first. Watch the video I linked above it will take you through it, but basically everything needs to be set through Compiz-Settings-Manager or CSM, (It's in the Settings Category of the menu)
So if you want to see window decorations you have to enable it in the CSM. If you want to be able to resize the window you have to enable it in the CSM, and so on.

You are not giving me much to work with. 1. How did you install it? Did you install just compiz or compiz-meta. 2. Do you have Compiz-Settings-Manager in the Settings Category of the menu? 3. What setting have you tried to set? 4. Do you have "Compiz-Fusion-Icon" in the System folder of the menu? 5.Can you see an Icon in the panel that when right clicked gives you access to different compiz settings?
What video card are you using?
I'd like to help, but I don't know enough to do anything for you just yet.

Nice, glad you found your answer. I have added a comment to the video on the tutorial site. Guess I overlooked the obvious and didn't mention that compiz needs to be started by clicking Menu-->Settings-->compiz-fusion-icon
Also, perhaps you can mark this thread solved. Ken
