How do I go about installing drivers for hardware (such as TV tuners) in Vector Linux 7.0?

The very first thing is check the manufacturer's website to see if they have Linux drivers for the device you have. Usually they'll have instructions on how to install it as well.

Install the TV card, post the output of lspci and lsmod as root...

The tuner in question connects via a usb port (it is a Hauppauge model WinTV-HVR 1950).

your TV card use pvrusb2 driver and it seem it is loaded...have u try using it in xine?

Have u try TVtime? You can install it through slapt-get/gslapt...
