Have you looked at VASM?
Alot of the general system administrative tasks that people use webmin for, are handled by our in-house developed administration tool VASM.
If you use webmin for server purposes, consider contributing ideas to better prepare vectorlinux for servers. We have a very young movement for this at
http://vlcore.vectorlinux.com/srvQuite often scripts like webmin are better installed outside of package management, just dumped into the /opt directory. This is because many of them provide internal mechanisms to monitor and install updates to their code. In the past webmin has had huge security risks associated with it, this risk can be reduced some by ensuring timely updates. The VectorLinux packaging team might have a difficult time keeping up with updates to this and some other scripted web tools.
Hope this help,
