Internet search on that adapter reveals that a lot of people experience problems with it. 
This is a little outside my comfort zone, maybe someone with more experience in this may jump in.

Some thoughts:
It could be an issue with missing firmware or mis-identification of your device, check dmesg for errors.
Looking at the output of your lsmod commands, it appears that VL6 uses the rt73usb module.

 I came across a Slackware related post where it was suggested to blacklist the module in /etc/modprobe.d/blacklist. I did that in Vector, but nothing changed.

I had the same problem with a realtek wna1100
In terminel, I typed  ifconfig wlan0 up
In wicd, I chose network then wireless interface and type wlan0 and it worked.
Maybe that can help you
