Currently I can type in English but can not type in Thai.  Huh

Assuming you are running Vector 7.0, I think you can add this by going to the Menu, Settings, then Keyboard.  Once here, select the Layout tab, then deselect "Use system defaults".  Then, press Add under Keyboard Layout, and from the list, select Thai.  You may need to restart the system after this.
