According to today's WSJ, page A 4, 14-point type means type which is 14/72 of an inch tall. Microsoft doesn't like this rule. Its 14-point type Calibri Bold font is not that tall. A ballot summary printed with Calibri Bold has now been challenged in court. The question of whether 14-point type is 14/72 inches tall or whether it is whatever Microsoft says it is, is now pending decision by the Michigan Supreme Court.
