Can someone explain the meaning of this icon called Windows Network ?
Here's a snapshot of what I mean.

Samba shares. If you have a windows computer on the network, with file sharing enabled, this should find it.

There is a windows pc on the network, but no windows on my pc.
So can the other computer see and share my files ?
Here a snapshot after clicking on that icon.

Several things need to be in place for automagic operation. The windows machine needs to have file sharing enabled and something shared. It needs to be on the same network segment as your linux box, and no firewall blocking the necessary ports. Jupiter and Mars must be in alignment.

Assuming you can get the editable address field (Ctrl-L on many file managers), you can try the direct approach: "smb://IP_ADDRESS_OF_WIN_BOX"

Well...we connect thru a router so assume that the pc's are not on the same segment. Which is a good thing. I don't want to share my files or theirs for that matter.

If your computers connect to the same router, they are almost certainly on the same network segment. However, if your computer was offering files up for sharing, it would show up when you click that icon. Since you get an error, I wouldn't worry.  ;D
