hata_ph has built a new Mate-desktop-meta package for VectorLinux 32bit and 64bit repositories 7.0.

Now I don't know what I have done but I don't have any of the window buttons showing on any programs, so have to go to the menu to close them... so no minimize, maximize and close showing!

hmm, only variable I can think of is if you ageed to load the xmodmap at the beginning of first launch.

I said ok to xmodemap and my windows have borders.

Only, problem I seem to have is cairo-doc has huge black background.

There is also a meta package for extras for this that I can be added. mate-desktop-extra-meta. (This has nothing to do with the problem just an fyi)

Maybe some other testers can give some bases for comparison.

Ah I said no to that, now how can I relaunch and say yes?  Delete the profile?

No that didn't help, deleted the profile and re ran and loaded xmodmap and it made no differences, no borders and no icons to minimise maximise or close.

Lyn, what are you running as your main desktop, is it icewm, or one of the lighter ones.
I'm thinking there is a missing dependency  for the xfwm4 window manager, perhaps.

It wouldn't be installed by default if you were running a different wm.
