(Firefox version 23 is in ".bz2" format, by the way). Any suggestions on how to get it installed?

No - what I found is at http://www.mozilla.org/en-US/firefox/all/

and like I said, is is in "bz2" format (for Linux), which SHOULD make it easy to load via vpackager, but ironically that is where the dilemma is - hence the output that I included in my initial posting.

Those FF packages are binaries, not source. You can just extract the content and run it directly.

We had a discussion about this for VL6: http://forum.vectorlinux.com/index.php?topic=14007.msg84989#msg84989

Firefox source can be found here:

First reboot your system and then trying installing it. It will definitely help.

As root open the package with "mc". Copy the opened directory to /usr/lib/.
Make a symlink in /usr/bin/ to /usr/lib/firefox*/firefox
