vpackager for VL7.1?

Is there a VL7.1 equivalent for vpackager, and if so, what is it? I ask that because after I installed VL7.1, I looked for it in the repository and didn't see it.

The vpackager project has been deprecated in favor of the vlbuildbot centralized build system.  Post your package requests and your packages will be available first in the untested repositories.

I don't build packages, I just download them from the internet.
