As you know, Windows allows for a 32-bit graphics display. How does that compare with Vector Linux 7.1 RC1?

If your video card supports the feature, you can do that with no problems. Keep in mind that AFAIK, what windows calls 32 bits is actually 24 bits colors plus 8 bits for the alpha channel. The Linux drivers will call that 24 bits and handle transparencies through a composite manager. Check the documentation for the driver you use.
