This option is located in the Kernel Debugging section of menuconfig
(which is CONFIG_DEBUG_KERNEL=y in the config file)

Suggestion: Enable the CONFIG_USB_SUSPEND kernel configuration option.
This option will automatically disable UHCI USB when not in use, and may
save approximately 1 Watt of power.
I suggest enabling these options for later vl releases...for me powertop aint any use with this kernel (5.8 std gold)

AFAICT, those 2 options are either not considered stable or break other stuff. I think you'll have to roll your own on this.
