According to an article at desktoplinux.com, the developers of the OSS Sound System are going to be releasing it under the GPL, among other open source licenses. The article can be found here: http://www.desktoplinux.com/news/NS9613626182.html

ALSA probably beats the pants of OSS by now, has a much larger driver database and most newer apps rely on ALSA anyway.

Meh... a little late to be doing this I guess...
