Installed VL and Lilo so i can dual boot. When i rebooted lilo did not give me the option to boot into windows. My machine just goes into VL and i can't use my windows.

do you see any OS selection screens at all?

do you by chance happen to have a usb keyboard?

Hy,
you are sure your windows partion is still there?
May re-boot from the installation CD, go straigth to the part, where Lilo is configured and check if windows is found at all.
