The precedent is gloomy...a similar measure already killed Finnish Internet radio.  Cry

Maybe the artists who have their music up there for free listening will get a voice if this proceeds. Could be a good thing, come from a bad thing. Many artists are pleading for folks to listen to their music.

Unfortunately I can't sign this since I'm not a US resident.

I enjoy listening to some webradio stations every now and then, it's a great way to discover good artists and music without having to (illegally) download files. Most of the streams I listen to are European, but it would be a shame to see the American streams destroyed.

Seems like the American love for freedom is only surpassed by it's love for money. However, I'm not sure this will benefit the artists. If I find a good artist from some stream I might buy a cd if like it good enough. If I never heard of it you know I won't buy the cd.
Also, webradio stations from abroad will just get more listeners.

Most music on my soundcloud page was arranged in programs running on VL.

Well, it's an important issue for me because the local public radio station also broadcasts over the web, and they get hit with a huge fee if the measure passes.

I don't know if you guys saw this:  http://blog.wired.com/music/2007/06/soundexchange-a.html.  It could be good news for at least some Internet radio stations (if true), but I haven't been able to find any confirmation of it.
