Please pardon me if this question has been asked before.
Would like to know how to permanately turn off all the event sounds everytime you open and close a program
change a page etc.

To turn off those annoying sounds, open the Control Center. Go to "Sound and Multimedia" -> "System Notifications". Check the "Apply to all applications" box and click "Turn off all".

Thank you that did it now how can I turn on just the kde startup and shutdown ?

You can click in the column under the music note, in the line that says "KDE is starting up"
