Is there anywhere specification about possible VL accessibility guidelines since it may be quite helpful to promote more issue of accessibility in VL?

I couldn't locate a KDE HIG (Human Interface Guidelines) but I would imagine it would be quite similar to GNOME's HIG with regard to accessibility.

Yes, but I think that it would be good to build packages of some screen readers and maybe audio Emacspeak etc. in order to offer more choices to the users.

Yes, I am looking these days for packages that may be easy to build and use in VL.  I will report on that soon.
