Puppy filesystem based on VL?

I was reading NathanF's blog at Grafpup and happened upon this factoid.

If you look in the DWW comments from a couple of months ago, you’ll see he attacked the claim that Puppy is not based on any other distro, saying it is false and that by looking at the startup scripts you can see it’s based on Slackware.
This is obviously nonsense, as the startup scripts were never based on anything and Barry has never made an attempt to hide what the **filesystem** was based on (Vector) and still has README files lying around mentioning how things have developed.

Is this parenthetic "Vector" the same as VL? Is Puppy's filesystem based on VectorLinux?

From what I recall, Vector 5.1 was originally a build platform for puppy 1.x, so I assume that it did take some stuff from Vector back then. Puppy 2, however has it's own real build system already, hence no need for an external platform. Maybe puppy just inherited some things from vector when it was used as the build platform.
