 I tore apart our fontconfig packages (32 and 64 bit) and guess what?  Yep, they provide a proper /etc/fonts/fonts.conf file with lots of stuff enabled.  I know we had an X,org upgrade at one point.  I wonder if that had something to do with replacing the file.  In any case I definitely don't know the source of the problem and I think I need to ask the developers to take a look.

Sorry I wasn't helpful on this.  I thought I could be.

There isn't a fonts package per se.  There are a lot of them, actually.  indic-ttf-fonts was pulled from testing based on your report of it having significant problems.

In any case, this is about a global issue with non-TTF fonts and doesn't affect the fonts you are concerned about in any way.
