Everytime I reboot Vector looses my keyboard format, and I have to go back into VASMCC > X Window > Keyboard Setup, then choose a keyboard, and then choose the dvorak layout.  When I choose it, it works.... until I reboot and it is back to querty.

maybe modifying /etc/X11/xorg.conf directly will help.

I would try search

Code:
Option         "XkbLayout"

and susbtitute the current option for "dvorak"
