upgradepkg --install-new --reinstall
In your case, probably nothing. Since your on VL64, and most likely don't have a wine package already installed. This is the command that is executed whenever you right click a package in a desktop environment and choose to install it. Rather then simply doing a "installpkg" and possibly getting two versions of a package side by side, this way assures the old package is removed and the database is updated.
You'll be all right with using "installpkg wine-0.9.54-x86_64-1vl59.tlz" The other command is overkill, doesn't hurt anything, but would be considered safer.
