wine-0.9.54 is packaged for VL5.8 and VL5.9

I have 0.9.52 installed. If I upgrade to 0.9.54, will I have to reinstall the programs I now have working under Wine?

I wouldn't think so as your win apps are installed in .wine in your home dir.  But it wouldn't hurt to make a backup or .wine just in case.

How do I install it on vl64? Remember uels saying something about exploding something

basically you need to rename lib to lib32.

Wine was built on a clean chroot so there should be no extra deps to worry about. Unless you've removed packages.
This is how I would tackle it:
make yourself a temp directory.
Cd into that directory then:

(all as root)
wget http://vectorlinux.osuosl.org/veclinux-5.9/testing/emulators/wine-0.9.54-i586-1vl59.tlz
mkdir explode
cd explode
explodepkg ../wine-0.9.54-i586-1vl59.tlz
mv usr/lib usr/lib32  # note it's usr/ NOT /usr/ ! Or you will hose your system.
makepkg -l y -c n ../wine-0.9.54-x86_64-1vl59.tlz

If all went well your new package will be sitting next to your original one.

cd ../
upgradepkg --install-new --reinstall wine-0.9.54-x86_64-1vl59.tlz
rm -rf explode # Delete the mess

upgradepkg --install-new --reinstall

In your case, probably nothing. Since your on VL64, and most likely don't have a wine package already installed.  This is the command that is executed whenever you right click a package in a desktop environment and choose to install it.  Rather then simply doing a "installpkg" and possibly getting two versions of a package side by side, this way assures the old package is removed and the database is updated.

You'll be all right with using "installpkg wine-0.9.54-x86_64-1vl59.tlz"  The other command is overkill, doesn't hurt anything, but would be considered safer.
