I haven't used it, but from looking at that page, it looks to me like a clone of cruxports4slack. There are a few similarities... check this out
  • Uses a <reponame>.httpup repository file
  • Has script repositories http://www.slackmatic.org/site.cgi?repos
  • You sync it to update build scripts
  • Once you're updated, it uses these pre-written build scripts to download sources and install software

That's all I see... it's not a package manager, it's sort of like cruxports4slack
