Setting up laptop keyboard with scandinavian letters?

I have a HP Compaq ze5607ea laptop computer, and I have already OS language set up to Finnish and everything else is working also fine. Now I'm trying to set my keyboard to use scandinavian letters and HP laptop layout.

What file I should edit and how?

If you are running KDE it can easily be done from the Control Center.
