Here's a question: why is Hitler funny? People were making fun of Hitler in 1940 (Charlie Chaplin in The Great Dictator), and probably before. Since World War II, we've continued to make fun of him. I myself laugh at this stuff. I just don't understand why. Josef Stalin, Pol Pot, Chairman Mao, etc., were horrific dictators responsible for the deaths of millions. We don't portray them in a humorous manner; if someone tried to do so, it would probably either be considered bad taste or simply fall flat.

I've seen Stalin made fun of on a number of occasions.
"When Stalin instructed his lieutenants to 'pound the peasant', they took it literally."
Chairman Mao was made fun of on Monty Python.
I think it has a lot to do with personality aspects. There's more to make fun of in Hitler's case. Notice that all of these clips revolve around Hitler getting really, really angry, which you can't say for the cool, reserved dictators of the East.
