easy fluxbox question

Hi Everyone,
Here is an easy question that I could not find the answer to:  What is the name of the floating bar at the top of the screen in fluxbox in Vector 5.9 standard that when you hover your mouse over the icon they expand?  And is there any way to configure it?

The apps are defined in a filed called .wbar in your home directory, and the configuration for the bar itself is probably in /usr/bin/vlbar

Thanks for the quick reply.  I thought that it might have been wbar, and tried installing wbarconf, but I get an error when try to run it:
