Uelsk8s has built a patched bind (DNS server and client utilities) package for VL 5.9 and VL 5.9.1.  This package is a security fix.  See: http://forum.vectorlinux.com/index.php?topic=8249.0  Security conscious users running a DNS server on VL 5.9 or VL 5.9.1. will likely want to upgrade to this package, as will anyone who installed bind to get the client utilities:  host, dig, and nslookup.
