I wrote a piece for O'Reilly Broadcast which is a How-To for Slackware localization.  It applies equally well to Vector Linux 5.x.  VL6 has GDM so setting the variables is done from the GUI at login if you installed GDM.  If you excluded GDM these instructions will also work for Vector Linux 6.0.

Thanks, Caitlyn. I was looking for something like that because I wanted to change from en_US to en_US.utf8. I have pasted the text into my Tuxcards computer tips file.

Just a quick related queston:
When I changed my locale to en_US.utf8 a while ago(on VL5.9-STD and Light it was), I got midnight commander broken(It doesn't support UTF8). To fix that I had to install another build of mc, with UTF8 support enabled(I got it from linuxpackages.net, I believe).
I am going to change locale on VL6.0-Light-B2 to UTF8 in the nearest future, so I am just curious if this small problem still remains, or VL6.0 includes mc package that supports UTF8?

I am sorry for not asking the question in the right section of the forum. I just thought that it is related to the locale theme.

I honestly don't know the answer to that one.  If it turns out that the version of mc is broken the correct solution would be to request the newer version in the Package Requests section of the forum or to report the problem in an appropriate place.

Do you know which versions of mc are Unicode-enabled and which ones aren't?  If you do I'd be happy to build the updated package.
