090221 qantenna-0.2.1 and xnec2c-1.2 [VL 6.0]

kc1di has packaged two pieces of software used for antenna analysis and modeling, of particular interest to amateur radio operators and broadcasters, for VL 6.0.  xnec2c is also a dependency for qantenna.
